DORA Compliance Cost: A 2026 Budget Guide for Mid-Market Firms

Build an itemised DORA budget from actual gaps and supplier proposals, with a measured product pilot instead of unsupported price or staffing benchmarks.

A credible DORA budget should be built from the firm’s gaps, provider estate and testing requirements. This guide does not offer a market price benchmark: earlier unsupported euro ranges, percentage allocations and staffing savings have been removed.

Build an itemised estimate

Separate initial remediation from recurring operations. Estimate contract review from the number and complexity of arrangements; framework work from the controls actually missing; and testing from the required scope and qualified supplier proposals. Include internal review time, licences, integrations, training, register maintenance and reporting exercises.

For each line, record quantity, quoted rate, owner and uncertainty. Avoid assuming that software replaces staff or that a subscription includes a register, incident workflow or regulatory reporting. Compare alternatives over a chosen planning horizon using documented assumptions.

Use Article 2 to establish scope and the relevant DORA testing provisions to determine whether advanced threat-led testing applies. Do not budget for a requirement solely because a generic vendor checklist mentions it.

Illustrative product example: a small measured pilot

Evaluate Lexis+ AI on one research or drafting task within the available collection. Measure total reviewer time before and after, including citation checking and corrections. Compare that measured result with an itemised licence proposal. No FTE saving, fixed return on investment or comparable-customer benchmark is promised.
